This project, begun in 1983 under a prototype program with the state of Tennessee, underwent several design modifications due to the ever changing role of the army reserve program over the following ten years before finalizing upon a hybrid design developed by AWAM. Ultimately a portion of the original design was retained and a new section added from a more recent prototype. The two were blended together to create a unique facility
